The installer shows up with missing components, asks the questions and then fails.
Here's the log:

If you using winelauncher (default debian install does) then you need to run
wine this way:
WINEDEBUG=-all wine.bin game.exe

Creator of this program didn't included MSVCP60.dll file. You need this file to
tun it...

In each of the apps, how did you try to paste?

Apps I had initially tried:
xterm and emacs (GNU)
These would only produce the text that was in the cut-buffer prior to running
the Picasa install.
On Jeremy's suggestion, I tried
gedit and xemacs
These *did* paste the license agreement text.

To be complete, this bug is somewhat of a misunderstanding.
Wine does not, by default, use the primary selection buffer;
that led him to believe that cut and paste did not work.
