FALSE ALARM! - I've done something which is affecting both gentoo's ebuild and
the GIT build.
Whatever it is means winecfg won't start:
$winecfg

i get this libraries on windows system32 and with my wine (0.9.21) works very fine!

it is wine's bug because wine is calling arts on machines that do not use arts.
hence, wine should be smart enough to not call arts on machines that do not use
arts. or have the system set up so that if arts does get called that things are
as arts expects.

When Wine asks driver to initialize, it can't crash! It either have to return
error, or properly initialize itself.
I think this bug needs to be closed and INVALID.

if arts needs the /home/user/.kde directory, then checking to see if
/home/user/.kde exists makes sense to me. either that, or create
/home/user/.kde before starting arts.
