if arts development has ended, and has been deprecated from kde4, and is likely
to be removed from distributions entirely in the near future, then shouldn't the
arts code be removed from wine as well?

Please report your mesa version and video card model. Note mesa has bugs, and
the best is to run a tree snapshot, or 6.5.2. Indeed, since your nvidia based
computer works, you may be seeing a dri specific problem.

Summary: Mouse movement is "oddly constrained" in PokerStars
table window
Product: Wine
Version: 0.9.25.
Platform: Other
OS/Version: other
Status: UNCONFIRMED
Severity: normal
Priority: P2
Component: wine-gui
AssignedTo: wine-bugs(a)winehq.org
ReportedBy: winehq.org(a)machturtle.com
Definately new for 0.9.25. For any poker table window in PokerStars, the mouse
seems to stay in an area near the center of the table. It does not appear to be
constrained to a simple rectangle. Close the table window (ALT-F4) an mouse
movement returns to normal.
