I couldn't see its interface yet. But, assuming it hasn't changed much from R5 (however unlikely), one can just click "new memo" from the start page, paste or type in a long paragraph, select it and, from the menu bar, click "Text">"Align Paragraph">"Full" (one can also right click the text area, select "Text Properties", click the second tab [text alignment] in the popup window that'll appear, an then click the fourth button [justify] in the top row). The wording in the interface might not be exactly that in English, as we have the Portuguese version of Notes R5 here.
