It's an old technology and not well suited for 3D accelerated video cards. Under windows this directx app scrolls very smoothly. UNder wine it scrolls VERY VERY slow. Like 1 pixel a second. I couldnt find anything. If there is anything I can help with let me know, my app works fine under wine it just SCROLLS REALLY SLOW. The IWineD3DImpl_GetDeviceCaps is a false warning, someone(me) should remove that...
