The problem is in wine's riched20.dll implementation. As a temporary hotfix,
you can set riched20 to `native, builtin' in winecfg (Word 97 comes with a
native riched20.dll).
If you run Word 97 with a +ntdll,+richedit debug trace you'll see the problem:
The file dialog sets the text in the file selection edit control to "" then
builds the path by calling the shell namespaceŽs IShellFolder::GetDisplayNameOf
and appending the text from the edit control. However, riched20 returns "\r\n"
while it should return "".

When I was trying to play the Uplink Laughing Man demo (link goes to download
page), it acts very strangely. The cursor only highlights the item when it is
about 2 inches off of the item- directly on top of the item does not highlight
it like normally.

Yes, OSS and ALSA. For some strange reason, ALSA seems to perform slightly
better... And I always run applications with "WINEDEBUG=-all", I only enable
debugging if applications crash/ misbehave. "WINEDEBUG=-all" seems to speed up
the application, but it's still unusable (even with maximum latency).
And if the "file not found" error is the one in bug #4882, you might want to
try starting Reason with:
"wine Reason.exe Tutorial\ Song.rns"

If I set the sound to waveout in the games audio preferences I do not have amy

Have you tried with:
1. OSS driver isntead of ALSA? (Wine's ALSA driver is broken ATM).
2. Run Wine with WINEDEBUG=-all wine blah.exe ?
I don't see any slowness actually. But I can't load anything "File not Found".

The debugger isn't started for some reason.
Can you run it like this:
winedbg winecfg
to see if you get the crash info.
The reason old versions of winecfg work is because they don't try to probe for
all available sound drivers like recient versions do. The driver bug is still
there in older versions but the driver doesn't get used unless you select it.
