This is because when running using ATI, wine will report the card as an ATI card. When running as DRI, it reports the card as a "WINE" card. The game doesn't recognize a WINE card and sets the graphic settings low. If you hack wine and make it report correctly the card type, the the game will allow higher graphic settings. When you set the graphics settings higher, then you have the additional skybox issue on both DRI and ATI reported in the last comment.
