I chose notepad as the example for this bug because I believe that /user32/scroll.c and/or its friends are broken, and you can't see the truth more simply than by using notepad.exe. I've tested this using Wine's notepad and Microsoft's notepad both in Wine, and both don't work right. Turn off word wrap and then create a really long line of text. Go crazy, make it reallllyyy extreeemmmeelyyy longgggggg. Observe. Try this same technique in Windows. Observe. Something's wrong, isn't it? I've been looking at the scroll.c code for a couple of hours and nothing is jumping out at me.
