Then the game tries width=16 height=16 bpp=32 which is obviously not a correct resolution. But recently there were some changes regarding mode change, can you retest with at least Wine 0.9.32 and attach a log with WINEDEBUG=+x11settings,+xrandr if it fails. However, it only seems to happen when there is only one unit/building in the view.
