Then in the top right, click the link that says Advanced. Then try to scroll the left column up or down and nothing happens. Then try changing any of the the options on the right side. Nothing happens, same for selecting tabs on the right when you are in a pane's properties. You can however change what option set you are seeing, because you can change your selection in the left side, but like I said, you cant scroll, either with the mouse or keyboard.... Its not hard to reproduce though. Should just be a white link cursor.
