After installing the latest staging (5.9), 'winecfg' gives the following error:

I've removed/cleaned all files and reinstalled both staging and development a
number of times over the past 1-2 weeks and each time get the above error,
though stable works fine.
I'm on Xubuntu 20.04, AMD64, installed from official repo. A number of others
report the same...

pressing v(V) results in ö(Ö)
Pressing key v(V) results im german vowel mutation ö(Ö) on display.
Does not occur in 5.10 non-staging version.
All staging versions down to 4.19 seem to have the same behaviour.
In staging version 4.18 it works properly.

export WINEESYNC=1 doesn't seem to do anything in Wine Staging 5.10.
WINEDEBUG=+esync does not list anything relevant either in the logs, though I
used to see (at least) an indication that ESYNC had been initialized in the
past.
Games which benefited from ESYNC are now affected in terms of performance.

Regardless of whether there are outstanding patents, we should make use of
existing infastructure (e.g. most of the dshow <-> gstreamer glue), and I would
not feel particularly comfortable depending on a library developed by one
person and just over a year old.
