If kernel crashed, that can not be wine bug. It perhaps can
be preported on http://bugme.osdl.org/

But if fglrx is binary module without source, then bug is not accepted.

( bug 4051 is "winecfg crashes when clicking on Audio tab due to arts bugs"
  how this can be duplicate? )
