With this patch I don't see the behavior improved.

It can be reproduced with office 2007 too. The copy and key is here:

Generally it installs perfectly.

For decorations it needs winetricks -q vcrun2017

Also if it fails to install on faster machines due to msi bug

you can slow down the machine with `stress-ng -c $number_cpus`
