On my Fedora 41 and Fedora 42 systems using XFCE desktop manager, I've had no
issues with minimizing Pegasus 4.81-pb3.

What desktop manager are you using?

How are you starting Pegasus. Menu or Desktop icon or other.

Might try opening a terminal window, and run program a terminal window
$ cd ~/.wine/drive_c/PMAIL/Programs
$ wine WINPM-32.EXE

Then try the minimize option, and then open the terminal window and see it any
messages are displayed.

I use the following option on mine.
WINEDEBUG=fixme-all,err+all

Might want to try 
WINEDEBUG=+all

But that generally makes a very large amount of output.
