Why ?
Do you have any good reason to do that ?

I mean, the failing installer might be a genuine bug, but the stuff it
installs, especially given how out of date it is, is more likely to break
things than to have a positive effect.

Also, it might simply be that (almost) everything is working correctly, the
installer is just a bit smarter than the usual case and refused to overwrite
dlls while it detected more recent versions already installed.

setupapi fails most likely cause it's already in use, as for the other one,
...difficult to say.
