This looks like the same bug as bug 5004 and bug 5139, which are also affecting
the installer to America's Army. They all fail around the line

err:cabinet:FDICopy PFDI_OPEN returned zero for [.cab file here]

I am attach a WINEDEBUG=warn+all,trace+msi,trace+cabinet,trace+file log file
from running America's Army with 0.9.12. I don't have Half-Life 2 to test.
Could the reporter please try the same options so we can compare?
