D'oh, I've had a copy of Dreamweaver 3 for years, didn't realize it.

The install works fine now, although if you click OK
without putting in valid license numbers, the
installer gets stuck (it puts up an "invalid license"
dialog which I can only see in the list of tasks in the
taskbar).
