[Bug 50458] Tooltips block input in Foobar2000

Actually, I found something like a fix, a bit nuclear as it's just 'disabling'
(setting the appearing delay to a really high number) tooltips in the registry.

Basically, wine regedit, then go to \HKEY_CURRENT_USER\Control Panel\Mouse /
MouseHoverTime, and set a real high number like 9999999.

I'm sure a wine prefix can isolate this to just foobar2000 but I don't know how
to set them up yet.
