The is not an issue with the "explorer" option in Fedora 39 and Wine Staging
9.1.1, which is the latest Wine Staging in Fedora 39's repo.

This is an issue with the "explorer" option in Fedora 41 and Wine-Devel 10.9. 
(I have not tested it with Wine-Devel 10.10 as it is not in the repo yet.)
