test-utf8-nobom on notepad

tested with Wine 10.9.
Still an issue.

utf8-nobom_on_patched_notepad

Applied the patch to Wine 10.12.
After patch text is shown in readable form.

Attached picture of utf8-nobom.txt openned with patched notepad, pluma and
notepad on Windows 11.
