Stub implementation for inseng.dll

Here's patch that adds a stubbed inseng.dll. I took a patch
by Lionel Ulmer and Mike McCormack posted a couple of years
ago and updated it to the current COM state of affairs. Should
be easy to add a DllRegisterServer implementation.
