Notes wants to use the navigation interface from the internet explorer. But Mozilla's ActiveX component doesn't expose the ICustomDoc Interface. As a workaround you may set 'other browser' in the current location document (by default this is office. Have a look to the bottoms right corner and click on it) . Then you can set it to whatever you want. Best is to let it point to winebrowser in the windows directory. This will execute the systems native broweser. There are currently two drawbacks: 1. It needs my unicode patch for comdlg32/filedlg.c or notes will crash when selecting the executable 2. Winebrowser currently needs http:// urls. E.g. if you enter www.winehq.com in notes it won't open the site, as the winebrowser doesn't know the protocoll. I will look into it and hope to have a patch ready the next days.
Or you can try to install a native windows browser like internet explorer / firefox and point to that one in the location document.
