The game cannot start while an internet-connection is available.
The internet-connection can be (re)activated after starting the game, for logging in and playing the game.
This issue happens with Wine 10.0 and Wine 10.10.
I was able to start the game normally with Wine 10.0 before, so it seems that a recent update to the game caused this issue.

Without an internet-connection, the game can start normally.
I closed the game with the close-button on the overview of GNOME, shortly after the game started, to keep the log short.

Attaching a +file,+winsock trace as I didn't know where to start looking.
The trace shows a binding to localhost, but that might be normal. This is yet another CEF application.

Just so people don't waste time triaging this in Wine next time it reoccurs (it probably will), on startup all Hoyoverse games request `https://dispatchosglobal.yuanshen.com/query_security_file?file_key=OSRELWinX...; domain names and version names will vary for different games. This request ignores the system proxy settings. It is used to populate the security config for their anticheat system and driver; if the request fails, the game loads default config instead. So the "failure to launch" actually lies within a feature of the anticheat bootstrap which gets turned on by a non-default code switch set in that remote file.

This request ignores the system proxy settings.
Sounds like this may be a dupe of bug 23134 or bug 45255.

I did not configure my computer to use a proxy, and, accordingly, the "Proxy"-setting in GNOME Settings is set to "Off". I did not change the setting since opening this issue-report.
The version of Genshin Impact is currently 5.8.
