[Bug 3075] Civ III Setup.exe fails with Error installing iKernel.exe: (0x1400) - wine-bugs

I just tried some installers with current cvs and stumbeld at exact the same
issue . (total new wine install) 
I had to set the file permissions manually. I just wonder if someone can confirm
this bug again?
