initial wine tests for d3drm

Create tests directory in the dlls/d3drm directory.
I am attaching a sample test file for vectors and quaternion.
rename it to vector.c in tests subdirectory.
Add your additional tests to it.
I havent tested my tests yet (all manual computation).
Also add a Makefile.in to the directory (will attach it soon)
