This indicates there's something wrong with your setup I guess. Maybe try reinstall Mono???

Is iconv.dll present on the host system? Best I can tell, it should be in the mingw64-win-iconv package, at /usr/x86_64-w64-mingw32/sys-root/mingw/bin/iconv.dll.
