ntdll: Set %rsp to be inside syscall_frame before accessing %gs in x86_64 syscall dispatcher.

If a signal occurs, is_inside_syscall() needs to return FALSE so GSBASE
is reset to the TEB.
In preparation for switching GSBASE on macOS.
