I tried and although it takes a _very_ long time , it does install. "Reporter" of this bug: could you try if it installs fine for you as well, and then close this bug? BTW i tried to run the app, and it this is how i got at least the gui up and working: copy hal, ntoskrnl ,msvcirt, bootvid and kdcom.dll from my windowspartition to ~./wine/drive_c/windows/system32, change wineversion to win98 and run with native msvcrt (WINEDLLOVERRIDES="msvcrt"=n wine quartus.exe). I had the same problem on my AMD64 until 2.6.14 came out.
