I wanted to try the tcp problem described here:

but the app won't even install (with Nov 22 sources from git).

I already did but... that's why I asked... It's confusing.
my bug #6840 was marked as dupe of this, but I'm using
1. notepad++ 3.*9*
2. wine 0.9.*9*:
~$ wine --version
Wine 0.9.9
isn't 0.9.9 > 0.9.23
So either it's another bug, or it regressed... or I'm misunderstanding something :)

Please read the bug report:
A patch to create the tooltip during the first WM_MOUSEMOVE (as Windows does)
has been commited. You can check in the current Git (or wine 0.9.23 when it is
released) if it works for you too.
So since wine 0.9.23.....

I know it doesn't on Windows. However, Wine could use that info as a substitute
(because the Windows designers clearly intended that all Windows programs would
show some sort of Microsoft copyright). I'm beginning to think this is too
hackish to consider, though.

You can fake presence of IE with registry:
[HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer]
"Version"="6.0.2800.1106"
However you probably should look at native Linux program for this functionality.
