This bug is a duplicate of http://bugs.winehq.org/show_bug.cgi?id=14419.
Essentially it's a matter of the BYOND DreamSeeker application expecting
OleCreateStaticFromData to always provide it with good data (I think it's
dealing with PNG data in this instance). The BYOND people placed error handling
code into build 429.999, to allow the DreamSeeker application to gracefully
fall back when OleCreateStaticFromData doesn't return S_OK. As such this isn't
nearly as much of a problem as it used to be.

Error message by launching TF2 under a terminal
If you run Team Fortress 2 with the applaunch value in a terminal you get an
error message :
"no permission to run 'tf'" and the game crash.
It is the same thing for Half-Life Episode 2 and maybe some other games.
If you launch the game under Steam or if Steam was already open, the bug don't
appear.
It may be related with recent Steam updates.

This bug was fixed in Wine 1.0 and was fixed in previous versions by running
wine Client.exe -precache
This is no longer a problem.

That's not the correct directory. You are supposed to be pointing at the
directory containing the WinPMail executable so it can write the PMGATE.SYS
file and the MERCURY User Defined Gateway to be used by Pegasus Mail. The
mailbox directory spec is set in Configuration | Mercury core "Local mailbox
directory path" and it should be c:\pmail\mail\~8
In any case this is a Mercury/32 configuration problem and have nothing to do
with Wine. I personally believe this bug should be closed.
