There are even situations where UI is not completely rendered etc. Note that to trigger this behaviour you have to go through main menu, headquaters (for example by choosing to play tutorial, scenario, or campaign), and go to the "battle" screen. It certainly shouldn't be so, and it probably should be transparent instead.
